Project Updates
Progress Update – April 2017(return to the current progress update)
Thank you for your continued interest in MSD's Werk & Westbourne Enhanced High Rate Treatment (WWEHRT) Facility, situated on the southwest corner of the Werk Road & Westbourne Drive intersection. This facility will allow MSD to control most combined sewer overflow events at this site, provide better protection of public health and the local environment, eliminate sewer debris, and reduce sewer odors in the near vicinity. The following is a summary of the project's progress.
Project Status Update
Construction of the Werk & Westbourne High Rate Treatment (WWEHRT) Facility is well underway.
Earthwork Activities
Over the past several months, a significant amount of earthmoving work has taken place on the construction site:
- Crews have excavated the locations of the main facility structure, which will face Werk Road, and the settling/disinfection basins, which will run parallel to Westbourne and Picwood Drive.
- Crews have been reshaping the site where necessary to better accommodate the structure, function and construction of the new facility.
- Crews are also reshaping the Schaible Creek streambed to facilitate construction and have been performing sewer improvements nearby. The streambed will be restored to a natural condition after construction is completed.
While earthmoving activities will continue throughout the construction of the WWEHRT Facility, the majority of structural excavation efforts have been completed. Backfilling will begin once construction of the facility's foundations and structure walls are completed and structurally tested.
Concrete Work
Concrete trucks are now on site, pouring the WWEHRT Facility's foundations and walls. Concrete forms and rebar which are used to help shape and reinforce walls and other supporting structures can be seen rising out of the ground in several locations Concrete work is anticipated to conclude in early 2018 with the construction of a driveway and access roads that will serve the facility.
Additional Updates
MSD has put a number of measures in place to minimize disruption to the neighborhood as much as possible during construction of the WWEHRT Facility. Such measures include:
- Creating construction staging and on-site parking areas for crews to reduce the amount of construction-related traffic on nearby roads
- Consolidating the number of supply deliveries as much as possible
Large construction vehicles are now moving through the area and entering and exiting the site. Please use caution when traveling through the intersection.
MSD will continue to send out periodic construction updates by email to area residents and community members and will post updates on the WWEHRT Facility project website. MSD also invites you to share your questions and comments as construction moves forward.

Some of the concrete walls of the facility's main structure can be seen rising out of the ground in the center of the photos and the excavation of the settling/disinfection basins can be seen in the lower right hand corner.
